The way I see it one is a spring type project and one a cooler weather project.
Which one do you need more?
I like both sweaters, but I think I lean more towards the hoodie.
The yarn is GORGEOUS!

February Lady Sweater looks more summery to me. This time of year I think I'd go for the hoodie.

Before I read the other comments, I was thinking you should go for the CPH too. Perhaps the shade of the yarn seems more like a warm sweater instead of a lacy one. ...but which one would you rather make?

Well speaking from experience... ahem...
You don't have to do ANY seaming on the February Lady Sweater. I say that one.
